When an update download fails, the UI sometimes shows Install instead of returning to Download — user can't retry cleanly. Check SystemUpdate state machine error transition.

Fixed (commit 82cfc8cc): .download-complete marker so a partial/failed download reads as not-staged → UI returns to Download. Committed AFTER the last deploy — pending next redeploy to validate.
