Well defined theme: sizes and DPI for images, maybe some text colours. Anything that won't mess up panels and layouts too much.
Upload theme to a theme switcher.
Be able to put in a sats amount to download a theme.
Broadcast theme availability on gamma markets.
Themes are able to be purchased and downloaded and installed on archipelago
