feat: API docs page — tabbed webhook spec, scoring, challenges, tips

Fetches from /api/docs/webhook and renders as a styled tabbed page. Added /docs route and DOCS nav link. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
